Nothing here needs a tool. It stops the damage, and it tells you whether this is a call for today or one for a booking.

Stop the water
Close the cold-water valve on the pipe at the top of the heater. If it will not turn, close the main shut-off for the house.

Turn the heat off
On a gas heater, set the control to off, not pilot or vacation. On an electric heater, switch off its breaker.

Photograph the rating plate
The label on the side gives size, fuel, model and serial number, and the serial usually carries the year the heater was made.

Leave the relief valve alone
Never cap, plug or tighten a dripping temperature-and-pressure relief valve. It is the safety device; the cause behind it is what needs fixing.
A planned replacement costs less than a forced one
The cheapest water heater replacement is the one booked before the tank decides for you.
A tank does not usually fail without warning. Rust in the hot water, rumbling as it heats, hot water running out sooner, moisture at the base — those come first, sometimes for months. Replacing it then means a day-rate visit, a heater chosen rather than whatever is in stock that night, and the City permit arranged in the normal way.
Waiting for the leak means water on the floor, an after-hours call and a decision made in a hurry. On a heater past ten years with any of those signs, pricing the replacement now costs nothing and keeps the choice yours.
